    MANAGING ESTATES RECORDS: At:ASE STUDY OF THE ESTATES DEPARTMENT OF MOl UNIVERSITY, MAIN CAMPUS BY

    This study set out to investigate the management of Estates records at the Estates Department of Moi University, Main Campus. In fulfilling this aim the study had a number of specific objectives. These included; to document the business activities of the Estates Department; ascertain how records are created or received, maintained and used by the Estates Department of Moi University, Main Campus; determine the extent to which the records support the business activities of the Estates Department. Establish the conditions under which Estates records are maintained; determine policies used to regulate the management of Estates records; find out the calibre of staff employed to manage the Department's records including their level of training, experience and qualifications. In conducting the study a purposive sample of 26 respondents, comprising staff of Estates Department Moi University, Main Campus were identified to participate in the study. Various methods including the use of questionnaires and interviews were employed in data collection. Descriptive techniques were used to analyze qualitative data collected from respondents. Tables and charts were employed to give more detailed presentation and analysis. Among the findings of the study were that the Estates records were generally poorly maintained; some records were not arranged in an orderly manner; the records were poorly classified and some records were missing or misplaced. Other findings were that the Estates Department generates or receives various types of records ranging from operational, legal, evidential, human resource and financial. These records paused a major challenge especially in their storage and maintenance. The other finding was that the Department had no standard retention/disposal schedule; security of the records was wanting; there were no records management policies and procedures; and that the staff managing the records unprofessional. Based on the above findings this study concluded that the Estates records were poorly managed and came up with recommendations for records management practices and operations.

    [YALUATION OF THE LEVEL OF USER EDUCATION SERVICES PRO\lDED BY PUBLIC LIBRARIES: A CASE STUDY OF KENYA ~-ATIO:\AL LIBRARY SERVICES, ELDORET BRANCH.

    ABSTRACT This study auempts to examine the importance of user education in public libraries. The research was carried out in KNLS Eldoret branch with the aim of investigating the extent to which it offers user education services to its users, and to determine whether user education service has an impact on the access of information materials by users. The purpose for using this case study is to enable the researcher use the findings to represent other Kenyan public libraries in general. User education services are important to the public libraries in that it assists the users to be able to access information materials. The users will also be able to access the information materials on their own and within the shortest time possible. A survey research method was employed in carrying out this study. The population of study comprised of children and the adults. The researcher used random sampling method and a sample chosen consisted of 10 members of staff and 30 users. The study re\ ealed that user education was not offered by KNLS Eldoret therefore making the users to be unable to frnd information materials. Users were also not satisfied with the user education training which was offered five years ago, it does not have user education services policy to guide the staff on how user education should be offered should be addressed and that few staff were trained on how to provide user education services. The study concludes that the best user education service should be provided in public libraries. The recommendations made include formulation and implementation of user education policy and the train· of staff.

    IMPACT OF ACCESS TO ELECTRONIC' INFORMATION RESOURCES ON STUDENTS AND LIBRARY STAFF. A CASE STUDY OF MARGARET THATCHER LIBRARY

    ABSTRACT Electronic information resources has played a greater role in the students' academic work. There is an increasing trend in use of electronic resources in many university libraries. This is due to the fact that electronic resources are more current and more its accessibility is higher as compared to is counterpart print journals. Chapter one would discuss mainly aims of study, statement of the problem and objectives of study. Chapter two contains a theoretical framework, relevant and related literature citation to the research topic. One ofthe topics discussed in this chapter is current state of electronic information resources inuniversity libraries in Kenya. Chapter three discusses all the research methods, techniques and tools used in the accomplishment of the project. This includes:Research settings, research design, population, sample, sample techniques, data collection, and instrwnentation i.e. questionnaires and face to face interview, data analysis by use of descriptive statistics, tables and percentages. Chapter four contains the main research findings and analysis of the research project. Among the findings it was established that there are few computer access points, currency of information was the most popular feature of electronic resources among students and electronic resources within the library only limited greatly the use of electronic resources by students. Chapter five contains proposed solutions, conclusion and recommendation that were suggested by the research focusing on increasing accessibility and use of electronic journals by students and developing a comprehensive electronic information policy for assist in acquisition and selection process. Training of users on how to search and access electronic resources was emphasized. Lastly this chapter sums up the whole research project.

    THE ROLE OF RECORDS MANAGEMENT IN ENHANCING SERVICE DELIVERY AT GUCHA DISTRICT EDUCATION OFFICE, KISII COUNTY.

    ABSTRACT. The aim of study was to find out the role of records management in enhancing service delivery at GDEO and propose recommendations to address the challenges identified by this study. The objectives were: to conduct a functional analysis ofthe office, to determine how records are managed during their lifecycle, to find out the staff awareness about the importance of records management in service delivery, to examine the challenges faced in managing records and to suggest recommendations to add ress the challenges identified by the study. The study was carried out on the DEO, DDEO, 2 registry officers, departmental heads and clerical officers in the office. Data was collected through interviewing the registry officers, the DEO, DDEO and other departmental heads. The information got was supplemented by the information from observation. The data was then analysed through the use of a pie chart and tables. The findings ofthe study were that the current practices of records management in the office hinderthe effectiveness and efficiency ofthe office in terms of service delivery. The study established that records are stored on shelves and in some few cabinets available, the cu rrent, semi-cu rrent and non-current records are stored together resu Iting to loss of some files. In addition, there is low staff awareness on the importance of records management in enhancing service delivery. Further, the study provides the challenges faced and recommendations to add ress the challenges. The research recommended that; staff in the office should be sensitized on the role of records management in enhancing service delivery, there should be continuous training for records management staff in the office, there should be continuous su rvey and appraisal of

    RESTRUCTURING OF MOl UNIVERSITY REGISTRY AT THE MAIN CAMPUS ELDORET

    ABSTRACT From the earliest days to the present, registries have a responsibility of creating or receiving, processing and disseminating ()nformation to the relevant users in the organization. To achieve this, registry must be structured in the best way as to enhance effective delivery. Moi University has been in existence for the last 26 years and the volume of records has increased so much that the system is slow in meeting users demand due to congestion. The aim of the study was to investigate the need for restructuring the registry at theMoi University Main Campus and to provide recommendations to facilitate effective service delivery by establishing the creators and users of the records determining the need for restructuring, establishing how the records are managed during their entire life cycle, to find out the extent to which the users were satisfied / dissatisfied with service, find out the challenges faced in managing the records and suggesting possible solutions to the problem. The research methodology used was a case study. The data was collected through the use of structured interviews and observations. Registry staff, action officers and the general users of the service were interviewed. ,i- The key findings of the study include inadequate storage facilities, large numbers of closed files in the system, lack of records management manuals, inadequate training of staff, lack of coordination among the stake holders and lack of disposal of records in the cntire organization. In order to achieve thc economy and the efficient of records in the entire life cycle, sound records management practices must be put in place including creating, approving and enforcing po licies and practices on the records including the organization and disposal. Among the recommendations of the study are decongesting the system by transferring the closed files out of the registry, develop records management manuals, involve all the stake holders with a view of improving the service delivery and putting in place sou L records management policy. Recommendations for fmthcr research are provided.

    Factors Affecting Management of Registries in Government Institutions: Case Study at The Ministry of Nairobi Metropolitan Development

    The aim of the study was to investigate the factors affecting the management of government registries in Kenya, as a case study at the Ministry of Nairobi Metropolitan Development. The specific objective of the study were To establish whether there is policy governing the management of registries at the Ministry of Nairobi Metropolitan Development; to find out the types of users at the Ministry of Nairobi Metropolitan Development; To determine the education level and experience of staff deployed in the Ministry of Nairobi Metropolitan Development registry; To establish the type of records stored in the Nairobi Metropolitan registry; To find out the classification and filing system used in the registry; to establish security measures put in place to protect vital records in the registry; to find out the storage facilities and equipment in use; to investigate the retrieval tools used in the registry; to find out the problem faced in the management of registry and to find out the solutions to the problems encountered in registry management. The study was conducted at the Ministry of Nairobi Metropolitan Development.The study used a sample population of 40 respondents. The study focused on the factors affecting management of registries in government institution with special attention to the Ministry of Nairobi Metropolitan Development. The study findings were analyzed and presented in chapter four. From the findings of the study it is notable that the objectives of the research study were achieved. From the study the researcher established that the registry management in the ministry needs to be given priority because it deals with sensitive areas in of the organization. The study showed that the existing records management system needed to be upgraded so as to go hand in hand with the new technology. Despite the limitation cited above, the units has managed to come up with noticeable efforts in to realize its objectives which are to ensure its dependable source of information that help the ministry take a reliable policy direction.

    Assessment of Information Literacy Skills at Africa Nazarene University, Grace Roles Library

    This study aims to assess the information literacy skills for first year students at Africa Nazarene University, a case study of Africa Nazarene University Grace Roles Library. Literacy skills are a must have skills in current information age. This is as a fact that these skills help the students to do their researches independently. The objectives of the study included finding out the users information literacy needs at ANU Grace Roles Library; methods used in introducing students to information literacy skills; benefits of information literacy skills to students and challenges faced by the users in access and use of information resources both in print and electronic forms as well as suggesting possible solutions to the challenges faced by the users due to lack of information literacy skills. The data collection tools that the researcher used were questionnaires. The research revealed that the level of information literacy to first year students was low. Some of the major challenges encountered were inadequate orientation since it is done on the first day when the students are very new thus unable to understand fully what is happening, information overload and inadequate computer skills .The study recommended library orientation to be done to all freshmen and ample time be allocated; information literacy skills training be pitched at a level which is appropriate to the individual needs of the users; librarians should be empowered through regular workshops and training so as to update their skills in order to be efficient in training users.

    The Provision of Information Services to Users at The Ministry of Medical Services

    The aim of this research is to assess the efficiency of provision of information services. It intends to look at the type of records or information, the users of these information, the methods of providing the information and the infrastructure plus resources put in place for effective and efficient sharing and use of this information to promote good provision of information services to users at the ministry. Records are any recorded information in a reproducible form created, maintained and used by an individual, or organization. They act as a source of evidence of activities, transactions or decisions being made by their owners in the course of their day-to day activities and operations. Certain kinds of records bear an enduring value either to their creators, holders or even the general public at large. For this reason, they may be passed on from ordinary records units or record centers to an archival facility. Thus, a prudent and efficient records management program can help an organization identify its type of records, establish its information inventory and assign proper care to each class of records. The study covered all records management activities at the central records unit of the ministry of medical services, at the headquarter office.

    Investigative Study On the Challenges and Opportunities of Digital Preservation to Kenya National Archives and Documentation Services

    The research project attempts to investigate the challenges and opportunities of digital preservation at the Kenya National Archives and Documentation Services. Chapter one has the background information on digital preservation, statement of the problem, research objectives, research questions, significance and justification of the study. Chapter two contains the relevant literature related to the research topic with regard to the research objectives. Chapter three looks at the sample size, the various respondents of the study, the data collection techniques and the justification why they were used. Chapter four analyzes the data collected from the respondents. The analysis is done using the responses from the interview and questionnaires given to the users. The analysis is presented inform of tables, graphs and pie charts. Chapter five has the conclusion, recommendations and summary of the research findings.

    Change Management in University Library Environment in The Digital Age. A Case Study of The University Library Of Technical University Of Kenya

    This study attempts to assess the changing roles in academic libraries in the information age and measures taken by the management in copying with change. Modern university libraries today are facing increasing demand for services while struggling with the challenges of management such as the rise in information resources, high cost of library materials, high expectation from users, budget, population pressure, inadequate infrastructure and explosion of information. Without appropriate adaptive measures being put in place, the library users would not be able to obtain current, reliable and satisfying services from the library. This has demanded the need to reinvent libraries so as keep abreast with the changing needs of users. The research findings indicate there is a need for the library administration to embrace change for it to deliver quality services to its users. This study therefore, critically explores the emerging changes affecting library environments and provides the best possible solutions to manage these changes so as to enable the university library to provide current, adaptive, quality and timely information services to the users.

    Establishment of A Green Records Management Programme At Town Council Of Othaya, Nyeri County, Kenya

    The study examined the establishment of a green records management programme at Town Council of Othaya. The main objectives of the study were to determine the awareness of green records management by the staff, identify the current state of records in relation to sustainability of records management, to establish strategies and tools that Town Council of Othaya would consider, establish the benefits accrued to implementation of Green Records Management, to identify the challenges related to Green Records Management and recommend measures to curb those challenges. The sample of ten respondents was selected, eight of whom were office staffs,and one was the administrative officer while another one was the establishment officer. The respondents were systematically selected and both qualitative and quantitative were used in the study. The main data collection methods that guided this research were the questionnaire method, interview and observations. The major findings included the awareness on Green records Management which was very low, the current state of records in relation to Green Records Management which was not very effective, strategies and tools of Green Records Management like scanning, recycling, use of environmentally friendly products, use of Portable document formats. The challenges of Green Records Management were inadequate finances, lack of support from the administration, lack of knowledge and skills. The study concludes that Town Council of Othaya has not translated effective implementation of Green Records Management and that the most dominant tools of Green Records Management are use of environmentally friendly products and PDFs which translates to the fact that the organization had not fully realized the potential tools of Green Records Management. The study recommends that organizations should facilitate an participate in forums, conferences and workshops to help in sharing knowledge in Green Records Management, organizations should also develop clear guidelines on the sustainability of the Records Management lifecycle and subject the Green Records Management processes to monitoring and evaluation.

    Preservation of Information Materials In Public Libraries. A Case Study at Macmillan Memorial Library

    The research was to determine how preservation is done in the public library and it covered agents that cause information material to deteriorate their control and methods of preserving documents etc. The case study was Macmillan library and the research involved objectives like finding if there are policies governing preservation process at Macmillan library investigating the sources of funds, kind of users, cause of deterioration and determining the problem at Macmillan and the possible solutions to the problem. The data collected was analysed and presented inform of pie charts, bar graphs and statistical tables. It was revealed that there are policies in the library for preservation but they are not followed. The majority of users are students and the library staff are not all professional therefore preservation is a challenge. The problem encountered are inadequate funds, unskilled staff, ignorance of the staff in enforcing the preservation policy and the researcher therefore recommends the library to source for enough funds. The management should employ more skilled staff and ensure that they follow the preservation policy and put into action the rules and regulation of the library. The compound grass should be cut short and the drawers be cleaned regularly to avoid the damage of the library collection from the agents of deterioration.

    Critical Analysis Of The Records Disposal ACT CAP 14 Laws of Kenya In The Management Of Legal Records.

    The aim of the study was to trace the role of Law in general particularly in Kenya and the critical analysis of the Records Disposal Act Cap 14 Laws of Kenya in the Management of legal Records with a view of pin pointing the shortcomings for the purpose of amending the Act to protect the values of Legal Records in the case management. Chapter one is an introduction to the various aspects of the study tracing the establishment of the role of Law, the background of the judiciary and the enactment of the Kenyan Laws. The study aimed at establishing the general composition of the records Disposal Act Cap 14 laws of Kenya. Its ineffectiveness and extent of effectiveness in the management of Legal records, whether it meets the purpose of its enactment in the Kenyan Courts or not. Chapter Two’s focus is on the review of relevant literature to the study. It provides critical look of the literature relevant to this study. Chapter three discusses the methodology used in carrying out the research. The study used was descriptive design to portray accurately the characteristics of the Disposal Act Cap 14 in its application throughout the courts in the management of Legal Records. The reason for the choice is because it analyses the Act by describing the current general form, investigations, relations and the study effects of the phenomenon. The methods applied in the collection of Data was through self-administered questionnaires, interviews and at times discussions, and the data was collected from the different respondents to wit Magistrates, Executive Officers , Record Officers, Senior clerks, Lawyers and State counsels; the reason of using the respondents was because they are involved in the Daily functionaries of the Court. Chapter Four is the presentation of the analysis and interpretation of the research objectives and questions, pictures, statistical tables, charts and percentages were used for the organization of the Data and justification of the study. The Chapter discusses the application and the effects realized in the implementations of the Act in the management of Legal records in courts. Chapter five provides the summary of the entire findings, draws the conclusion and provides recommendations as suggestions that may alter the current scenarios in the management of legal records. The study revealed that the Act is too general and its application encourages disposal of records that have value and custody at times of records that are valueless. In recommendations thereof, the study recommends that appraisal should be carried out by trained Archivists , all courts to appraise within the specified timeliness, and the judicial authorities to constitute a committee to thoroughly peruse the Act and provide recommendations to the rules committee for eventual amendment of the Act.

    Use of WEB 2.0 In Delivering Library Services In Academic Libraries In Kenya. A Case Study Of Technical University Of Kenya (TUK) Library

    This study explores whether librarians that work in schools that follow the International Baccalaureate program of studies, are familiar and make use of different Web 2.0 tools, and their specific application in supporting a student’s research project. A survey was posted in an online discussion forum and 28 librarians working in international schools participated. Five main conclusions are suggested: (1) Web 2.0 tools are mostly used for consumption activities (e.g., view) rather than for creation (e.g., post); (2) patterns of use differ between personal vs. professional usage; (3) a higher level of usage among those librarians self-defined as ‘loving new technologies’ and among those aged between 18-25; (4) Inadequate internet access is the major challenge to access of Web 2.0 tools, (5) the top choices for further learning were social bookmarking and wikis. These findings have practical implications and offer opportunities for planning professional development.

    Management if electronic mails: A case study of Technical University of Kenya

    The study examined the current methods of managing email records in the technical university of Kenya. The main objectives of the study were to ; investigate the creation, accession, disposal and storage of the email records in the institution , establish what policies, systems, standards and procedures that exist to guide the management of email records, determine the extent of use of email records in decision making and service delivery, investigate the challenges the institution experiences with the management of email records and finally recommend strategies to address the challenges facing email records management. A qualitative approach was used in this research with some aspects of quantitative research techniques in the design of data collection instruments, and in the presentation of research findings. Purposive sampling was used to select the seven (7) respondents from the School of Information and Communication Studies and the university ICT department. Data was collected through interviews. The study established that the management of email records was done at an individual level. The biggest challenge was lack of policies or regulations to guide the staff in managing the records.Other challenges were lack of qualified personnel and poor infrastructure among others. The study concludes that the School of Information and Communication Studies lacked a common e-mail system since the emails were managed at an individual level and by staffs who were not qualified in the area of records management.. This therefore made communication within the school difficult since there was lack of management of emails that were sent and received within the school. The study recommends that the School of Information and Communication Studies to first set up a policy to guide the management of email records,improve infrastructure through repairing the computers, protect the email data through security measures like firewalls and employ qualified personnel or records managers to manage the email records. It also emphasizes on the need to have a common e-email system for purposes of transparency and accountability when managing the emails.

    The study investigated the provision of client information services at the Nairobi High Court Library. The following areas were looked at: policies governing the provision of information services, identifying the types of users and their information needs, finding out the services provided by the court library, determining the adequacy of staff involved in the provision of information and the actual clients utilizing the High Court library, methods used in the provision of the information services and challenges faced by clients and staff in access and use of information. Data was collected using mainly questionnaires though interviews were used and documentary sources consulted. The study found out that the policy governing the provision of information is not comprehensive. The research indicated that library users mainly come from the legal fraternity. It further indicated that the staff in place are inadequate to be able the serve the numbers available. The research further indicated that the methods used in the provision of information services are user education, current awareness services, and selective dissemination of information. These services are hindered to a great deal because of the inadequacy of staff. Research again found that the challenges faced include inadequate funding, limited space, inadequate staff and lack of local area network. The study therefore came up with recommendations which can enhance effective provision of information to the library clientele. These include: the use of all the clauses in the policy, increase of library personnel and there should be a network between the High Court library and its branches.

    Knowledge sharing among Undergraduate students at the technical university of Kenya

    The study was conducted at the Technical University of Kenya on knowledge sharing among students at the university. The aim was to find out the nature of knowledge sharing at the university. This includes the channels used, factors encouraging knowledge sharing, type of knowledge shared, the factors discouraging knowledge sharing and frequency of knowledge sharing among others. The study employed a questionnaire to collect data for the study. The data collected was analyzed using descriptive analysis where the data was presented in both graphics and narrative form; hence the narrative complimented the graphics. From the results of the study, there was an indication of knowledge sharing among the students hence conclusion that knowledge sharing frequently takes place among the students. Technology channels including email, sms and Whatsapp are some of the channels used to share knowledge though face to face communication is the most commonly used channel. According to most students, most people share knowledge so as to learn from each other. There are however some challenges that hinder knowledge sharing for instance lack of infrastructure but the most commonly cited factor was that people on share knowledge with those who share with them. In light of these findings, it was recommended that the Technical university of Kenya should put in place programs to train and encourage knowledge sharing among the students, upgrade infrastructure and implement a system whereby students who share knowledge can be rewarded with incentives. This paper then concluded by recommending a further study on the information seeking behavior of the students. This would serve as a means for bridging the gap between those that seek knowledge and information for their problem solving and those that have the information and knowledge sought

    It contingency planning: A case study of the Technical University of Kenya.

    This research project is motivated by the fact that there is little or no IT contingency planning at the Technical university of Kenya due to the recent failure of the school’s information system. The purpose of this paper is to examine the contingency preparedness of TUK. The researcher explores current practice in IT contingency planning within TUK. The results of document review and survey are shared alongside conclusions made from the findings. The study examines four departments. 20 people are sampled to participate in this study. The paper has a double approach: quantitative and qualitative. The instruments of data collection included interview schedules and questionnaires. The study reveals that there is a contingency planning policy in the school. However, the number of staff members unaware of the existence of a contingency planning policy in the school is high hence its poor implementation. The management therefore needs to work to broaden the use of it. The contingency plan developed is also non-effective. Recommendations are made about the future of IT contingency planning in TUK. They include an approach that TUK can use to develop and maintain an effective contingency plan. This research complements existing studies and will also assist in promoting best practice in IT contingency planning.
